Joel Meggers

- Managed debt assessment, bond issuance, infrastructure financing and planning, revenue and cost sharing agreements.
- Issued, refinanced, restructured and managed over an estimated $500 million in bonds that funded various transportation, water right and utility projects with over 50 different governmental entitles - that include districts, cities and urban renewal authorities.
- Coordinated the structuring and management of several sales and property tax increment financing projects.
- Played a leadership role in short & long term financial planning and cost/benefit analysis.
- Extensive experience in audit preparation, budgets, budget amendments, monthly financials statements, and billing operations for over 50 different governmental entities - that include districts, cities and urban renewal authorities.
Joel’s Career Experience Highlights in Water Rights, Water, Wastewater and Stormwater include:
- Led a Cooperative Regional Water Supply Development transaction that included over 5,000 acre-feet of water and pipeline capacity assets valued at over $50 million. The project involved a water conservancy district and sub-district, and four cities and towns. The project received First Place Honors, 2003 Local Government Innovation Awards Program category of Cooperative Service Delivery by DRCOG.
- Formulated and implemented a multi-phased plan that improved the efficiency and effectiveness of several districts, urban renewal authority and Town. Honorable Mention Winner, 2002 Local Government Innovation Awards Program category of Productivity Improvement by DRCOG.
- Led a Cost-effective Watershed Approach to Stream Health (WASH) to enhance and improve water quality through stormwater management with four neighboring cities and one county. The partnership received Third Place Honors, 2004 Local Government Innovation Awards Program category of Cooperative Service Delivery

- Assisted with the financial management, planning and development of the Urban Renewal Authority Area – 91-acre commercial development that includes $21.5 million in public improvements and $12 million in interchange improvements.
- Project lead in several comprehensive plan rewrites and amendments.
- Extensive experience in both current and long range planning as a former Current and Advanced planner. He has managed the development process for various residential and commercial developments.
Joel’s Career Experience Highlights in Transportation include:
- Led a $12 million Interchange/Transit Improvement with RTD, CDOT, FHWA, DRCOG, and local governments that was funded by both Federal and Local revenues.
- Committee member for the following corridor studies: NW Pkwy, US36, North I-25, Arapahoe Road. He played a key role with the US36 TMO to pursue federal funding and EIS development.
- Extensive experience in managing engineers and planners in the areas of traffic modeling, traffic studies, warranting traffic signal, traffic calming and traffic systems management analysis.
- Supervised and directed the maintenance services of asphalt and concrete repair, striping, signs and traffic signals, and snow and ice operations.

Sue Blair
Senior Manager and Director of Elections
Background Summary
Sue Blair has an extensive background providing over 26 years of administrative, management and paralegal expertise to special districts and municipalities in Colorado.
Sue has a broad understanding of key aspects of governmental taxation issues, auditing, budgeting, contracting, elections, property ownership issues, sales and tax collection, utility billing, and statutory and constitutional requirements of special districts. Her insurance administration expertise includes the ability to review various insurance needs of each district, discuss these needs with insurance agents and underwriters, and secure the types of policies required to fill those needs. Sue has provided oversight and administration for numerous construction projects, and has implemented control systems for staff to follow on specific projects. She is well versed in drafting resolutions, municipal ordinances and legislation, as well as district rules and regulations.
Sue has been involved in numerous innovative inclusions and exclusions of property within special districts. Her expertise in organizing, overseeing, and supervising all aspects of district and municipal elections has brought her recognition throughout the State. She has worked with the Division of Local Government and the Special District Association to conduct statewide training of election judges. Her election duties have included appointment by the district court to act as an administrative hearing officer for election issues, as well as supervising the verification of thousands of petition signatures in a highly publicized recall election. Sue’s experience in local government management and administrative matters translates to a solid understanding of both legal and policy issues that effect local governments.
Sue’s Career Experience Highlights of over 26 years include:
- Leading the incorporation and election of City of Lone Tree. She remains the City’s designated election official.
- Establishing policies and procedures for financial management of sales and use tax, public improvement fees, building department administration and liquor licensing.
- An appointment by Adams County District Court to server as an Administrative Hearing Judge.
- Managing countless ballot initiatives / elections, ranging from over 40,000 petitions to multiple district and municipal elections.
- Serving on numerous Legislative Committees that have reviewed and improved the following statuary provisions: Election Code, Budget and Financial Compliance and District formulation.

Catherine A. Fromm
Director of Finance and Accounting
Background Summary
Cathy Fromm brings to CRS over 14 years of experience in governmental accounting, budgeting and tax auditing at the local level. As the former Director of Finance for the City of Greenwood Village, Cathy’s responsibilities included the management of all aspects of the Finance Department including accounting, accounts payable, payroll, receivables, and tax auditing and enforcement. In addition, Cathy monitored the financial conditions of the City which included managing the City’s investment portfolio, coordinating the annual audit, and preparing the annual budget.
During her tenure with Greenwood Village, Cathy worked on several projects including the implementation of the tax audit and enforcement division, renovation of City Hall, and the employee evaluation system. She also worked on a variety of analytical, statistical, budget and financial reports for administration, City Council and regulatory agencies. Cathy’s attention to customer service together with her leadership and organizational skills make her a great addition to the CRS Team.

Eileen Eckert C.P.A.

Eileen Eckert joins CRS with over twenty-five years of experience working in both the public and private sectors of accounting. Her professional career began in the 1980’s working for a large local CPA firm where she managed and audited EPA grant funds which had been awarded for construction and capital improvements to numerous water and sanitation facilities in seven states. In addition, Eileen was responsible for auditing financial information for various county, city, and local governments. In the years working outside of public accounting, Eileen has held management positions in privately held companies providing controllership, financial reporting and budgeting, and human resource services. Wayne Monson

Background Summary
Wayne Monson has been involved in community development activities including the organization and management of special districts for more than 45 years. He has held community development / public works director positions in several communities. He has provided consulting services to special districts, communities and private development entities with several consulting firms and through his own consulting firm. Rick Kinkel
Field Operations Supervisor

Rick Kinkel has over thirty-five years of experience in water distribution and sewer collection systems, construction and maintenance, and field operations with both public and private entities. Carolyn Bott

C.R.S. benefits from Carolyn Bott’s extensive experience in accounting and customer service relations. At C.R.S., Carolyn manages several thousand utility billing accounts for number of special districts and authorities. Her day-to-day responsibilities include billing preparation, mailing, collection and payment posting. Carolyn also provides specialty services such as meter inventories, delinquency tracking, rate analysis and revenue projections. Her operation excels in the area of customer assistance, liaison between builders, coordination with title companies and response to district representatives.
