District Formation & Organization

    Administration
  • Assist district's attorney with all items related to district's creation

  • Coordination of document preparation, revisions, and implementation, including various
    district agreements (ex. IGA's, reimbursement agreements, etc.)

  • Work with district’s attorney to negotiate various agreements on behalf of district

    Accounting / Financial Modeling
  • Prepare financial model

  • Work with the developer to prepare initial budgets for capital improvements and operational expenses

  • Manage financial consultants in preparation of long-range financial plan



Infrastructure Management

    Administration
  • Prepare monthly report for board review

  • Provide general assistance on all capital improvement projects

    Accounting
  • Prepare monthly progress billings for board approval

  • Develop and facilitate approval of preliminary and final improvement budgets

    Infrastructure Development Management
  • Assist in designing and planning

  • Facilitate all aspects of public bid process

  • Manage project construction



District Management & Administration
  • Management Assessments and Strategic Planning

  • Prepare and distribute agendas and board packets prior to board meetings

  • Attend board meetings, provide minutes for board members review

  • Prepare monthly action plans for district and consultants

  • Maintain district documents including public records

  • Maintain insurance coverage and various district memberships

  • Complete all required filings and notices per state statute

  • Assist in preparation and distribution of approved district public disclosures/information
    (ex. water rules and regulations, tap fee resolutions, etc.) to builders and district constituents

  • Communicate with district constituents, property owners, builders, local municipality and
    address local concerns, as needed

  • Serve as District Representative to City, County and State governments, as requested

  • Create and distribute district newsletter on regular basis

  • Perform general administrative tasks for the district



Utility Billing & Fee Collection
  • Set up customer utility billing and fee collection

  • Print and mail billings

  • Receive, post and deposit customer payments

  • Provide customer service on billing questions

  • Collection of delinquent accounts

  • Act as liaison with title companies

  • Provide utility billing and fee collection reports for boards



Coordination of Operations, Maintenance & Facilities
  • Develop a district operational plan to identify district responsibilities and obligations

  • Facilitate all aspects of annual contracting with service contractors

  • Water and sewer treatment, and distribution and collection systems

  • Perform district onsite observations and prepare monthly reports

  • District facilities/improvements



Finance, Accounting & Budgeting
  • Financial Assessments and Strategic Planning

  • Compile financial statements to include balance sheet, statement of revenues and expenditures,
    and revenue and expenditure comparison to budget

  • Maintain all accounting ledgers and supporting accounting documentation

  • Maintain accounts payable system, including processing of invoices, creation of payables
    schedule, and processing of checks

  • Monitor cash flow and investments of the district and reconcile all bank accounts

  • Prepare financial report for board review

  • Prepare annual budget for review, finalization and adoption by the board

  • Prepare audit exemptions in accordance with state statute

  • Prepare all audit work papers and coordinate the preparation of annual audit report with outside
    independent auditors

  • Facilitate and complete requirements to process developer reimbursement payments

  • Assist with preparation of bond issuance documents for the district

  • Assist with verifying that the district complies with bond covenants, arbitrage rebate and reporting
    requirements

  • Prepare year end tax summaries including Federal 1099 and 1096 forms

  • Perform other accounting tasks as requested by the board of directors



Management & Planning Services for Development
  • Intergovernmental liaison with local, state, and federal agencies

  • General development meeting facilitation and coordination services

  • Organization of community outreach, discussion and focus groups

  • Serve as liaison with stakeholder and special interest groups

  • Coordination of planning and engineering staff and development process

  • Systems assurance coordination for project planning and tracking

  • Assistance with negotiations and contractual disputes

  • Strategic solutions for general development problems and issues
